Proud moment for the Western Balkans EU Candidate Countries in the EU Cities Mission & NetZeroCities Twinning Programme! 🇪🇺
Warm congratulations to:
🌱 City of Kumanovo – newly selected as a Twin City in Cohort 4 of the Twinning Learning Programme, paired with Sarajevo (Mission City) and Brno for a 12-month peer-learning journey on climate neutrality and citizen participation.

🌍 City of Elbasan – our inspiring Mission City in Albania, now twinned with Paredes to advance green economic development, building renovation and innovative wastewater management as part of its Climate City Contract.

🚶♀️ Capital City of Tirana – not (yet) a Twin or Mission City in this cohort, but already acting as a national and regional hub for climate-neutral cities, hosting the Walk21 Tirana 2025 global conference and the “Co-Creating Climate-Neutral Cities” workshop that gathered Elbasan, Tirana and other Albanian cities to build a national platform for sustainable mobility and climate action.
Together, these cities are showing how Western Balkans municipalities can stand shoulder-to-shoulder with EU cities in the transition to climate neutrality – learning, sharing and co-creating solutions that fit our local realities.
As part of EMKICE / ACRID Network, we are excited continuously to:
– support twin–mission city cooperation,
– connect these experiences with skills, education and innovation projects, and
– help bring more Western Balkan cities into the EU Cities Mission family in the next rounds.
👏 On behalf of the colleagues our teams in ACRID Network, congratulations Kumanovo, Elbasan and Tirana – this is just the beginning.
